Mr. Deputy Chairman I am happy to be able to speak in this House once again. I do so for the first time on this side of the House and that makes me doubly happy. I welcome the friendly and conciliatory tone of the hon. Finance Minister's speech. I think the tone and approach has changed over the last three or four weeks and that augurs well for this Bill.
