Sir the question pertains to Haj Embarkation

Sir the question pertains to Haj Embarkation Scholarship Scheme and expenditure. If you look at the budget allocation and expenditure in the last four five years the expenditure is negligible. I am quoting this from the Report of the Standing Committee related to the Ministry. It says The Committee are surprised to note that the Ministry was not able to spend the budgetary allocation fully in 2020-21 despite it being reduced by more than RS.10000 crore. The Report also says The Ministry of Minority Affairs has stood way behind utilizing the allotted fund. This surely calls for some introspection.
