I now come to the more important part of this Bill, which is the heart of the Bill the core of the Bill. This is about the rate of tax. I will presently read portions from the Chief Economic Advisor's Report. The heart of this Bill is what the tax will be. It is not a matter between the Union Finance Minister and the State Finance Ministers.
